As soon as she said that, it clicked. This wasn't your typical, hastily created, sometimes hand written, sign you often find in public gas station restrooms around here about what not to flush in the toilet - paper towels, "feminine products", LIQUOR BOTTLES!!
But this was the frame through which I was trying to interpret the sign.
No, this is a well thought out and designed sign intended to help people with little experience with US customs and infrastructure understand that it was ok, expected, to put their toilet paper in the toilet.
