New UK EHS & HR Laws in March 2025

Thirty four (34) new UK EHS & HR laws came into force in March 2025. With a further 52 coming into force later in 2025.

There were no new Acts coming into force from either the UK or the devolved parliaments.

Notable amongst the new safety Regulations is the Merchant Shipping (Light Dues) Regulations 2025 278.

The Merchant Shipping (Light Dues) Regulations 2025 establish a framework for the levying and collection of light dues on vessels operating in UK waters. These regulations aim to ensure that the costs associated with maintaining navigational aids and services are fairly distributed among the vessels that benefit from them. The regulations also clarify the procedures for payment and outline exemptions for certain types of vessels.

The new regulations have consolidated the regulatory landscape with revocation of the 1997 regulations and 13 sets of amending regulations.

New environmental regulations included the Environmental Protection (Injurious Articles) (Fixed Penalty Notices and Miscellaneous Amendments) (Scotland) Regulations 2025 28.

The SSI aims to enhance environmental protection by establishing a framework for fixed penalty notices related to specific environmental offences. This includes provisions for enforcement officers to issue penalties for violations concerning injurious articles, such as single-use plastics and vapes.
