Personally, I myself have been 'a partner' of this or that since 1983. My first partnership was with NYNEX Mobile when I was selling Car Phones to the folks living in NY/NJ. Back then there were only 9 Cell Sites in the CGSA (Cellular Geographic Service Area). So service was very weak, and both phones and service were very expensive.
