At this point, i am convinced government employees, civil servants and their political overlords have no zeal for their jobs due to their institutional cloistering, lack of competition and zero incentives to perform since they can never loose their jobs. They are drunk with power and practically no accountability.
And my few interactions, while civil, indicates a work culture with little sense of urgency, deadlines or an orientation that a customer or that a greater mandate exists. In short, the only masters they serve are politicians and paperwork.
Such a culture or lack of it can result in no good.
Governments shape market places. They set the rules of engagement. They shape public spaces. These are serious mandates. And it takes serious people who care about these things to produce good outcomes.
This seriousness does not exist. And this is why India feels like the Wild West. There are many corrupt sheriffs who are satisfied with power and relative quiet but don’t aspire for much else.
